The Brussels Effect arrives in Beijing: how EU digital rules are rewriting China’s platform playbook

Chinese researchers Ni Zhan, Qi Lu, and Haoyu Tian have produced a rigorous analysis showing that the European Union’s twin digital regulations — the Digital Services Act (DSA) and the Digital Markets Act (DMA) — are exerting a measurable “Brussels Effect” on China’s own approach to platform governance. The study, published in the journal Computer Law & Security Review, argues that rather than charting an entirely independent course, Chinese regulators are selectively absorbing EU-style obligations around transparency, algorithmic accountability, and gatekeeper designations.

The authors trace how concepts borrowed from Europe — such as systemic risk assessments for very large platforms and mandated data-sharing with competitors — have begun appearing in recent Chinese policy documents and draft rules. This signals a strategic shift: China is not simply copying the EU model, but adapting its core logic to fit its own digital ecosystem, where state-owned enterprises and privately held super-apps coexist under distinct political imperatives.
