Carbon Capture’s Hard Truth: One Size Won’t Fit All of China

As Beijing leans on carbon capture to square industrial growth with climate pledges, the design of regional policy, not the technology itself, may decide whether the strategy delivers.

Chinese researchers have turned their attention to a question that looms over the country’s decarbonisation plans: how should carbon capture and storage be deployed when its regions differ so sharply? In a study forthcoming in Energy Policy, Kun Xiao, Bolin Yu and Fei Li examine carbon capture and storage deployment policy choices under regional heterogeneity, tracing the economy-wide impacts and spillovers that ripple across China’s provinces. Their work arrives at a moment when CCS has moved from laboratory promise to industrial strategy, with pilot projects clustered in coal-heavy northern provinces while coastal manufacturing hubs weigh a different calculus altogether. The central insight is that a uniform national mandate would misprice the trade-offs. Regions endowed with depleted oilfields, saline aquifers or legacy pipelines face lower capture and transport costs than those without such geology, meaning identical subsidies produce very unequal returns. The authors’ framing of spillovers is equally important: investment directed at one province can reshape supply chains, electricity prices and employment elsewhere, so provincial decisions carry national consequences. For Chinese scientists and policymakers, the study underscores that meeting climate targets is as much an exercise in institutional design as in engineering.
