A Truer Price for Green Power: China’s New Stability-Aware LCOE

Chinese researchers have reworked a core economic metric for renewable energy, proposing a framework that weighs the cost of intermittency alongside generation cost—a shift with major implications for how China plans its next phase of wind and solar deployment.

Chinese scientists have developed a new framework for evaluating the economic viability of wind and solar power, one that confronts a long-standing blind spot in renewable energy economics. Published in Applied Energy, the study introduces a “stabilized equivalent LCOE” (levelized cost of electricity) that accounts for the stability—or instability—of renewable generation, not just its raw output.

The work responds to a practical problem now facing China’s energy transition. As the country scales up wind and solar capacity at a world-leading pace, grid operators increasingly contend with the volatility of these sources. Conventional LCOE metrics treat each kilowatt-hour as if it were identical, but a unit of power generated at noon on a windy day is not worth the same as one delivered during an evening peak. The proposed framework incorporates the cost of firming and balancing, offering a more honest comparison between renewables and dispatchable generation.
